I have the honour to acknowledge the receipt

of your telegrams of the 2nd. and 3rd. August in which you 38805. Approve the appointments of Mr. G. N. Orma to be District

Officer, Mr. D. V. Tratman to be Head of the Sanitary Department, and Mr. E. V. Carpmael to be Chief Assistant to Secretary for Chinese Affairs.

In causing these appointments to be gazetted

I have added the appointment of Mr. N. L. Smith to be an Officer

in Class III, and I have now to ask your covering authority Mr. Smith is the Senior Passed Cadet.

As reported in your Despatch No. 59 of the 12997.14th. March, Mr. Smith has been gazetted to a Commission with

His Majesty's Forces, and he accordingly draws from this Colony's funds the difference between his army pay and his substantive pay, which is at the rate of 2360 and house allowance of 8640. As this substantive pay is at the present rate of exchange more than £400, which is the minimm salary, emlusive of duty pay, of Class III, I shall be glad if, with effect from the 1st. February last, the date of his appointment to Class III, Mr. Smith may be allowed his first increment, which brings his salary to 2420. If this is approved, the CrownAgents should be informed as cordingly, and they should be notified that Mr.
